of unknown Chinese who have, according to its status,

no reason for wishing to enjoy the amenities of

Shameen (rules 14, 15).

Rule 1 is intended for the benefit of inese,

some of whom do not appear to have a clear knowledge

of the status of Shameen.

in its meaning, the "as far as possible" has been

omitted.

Rules 7 and 15 are not intended as more than a

clear st at ement of fact and will only hurt the feelings

of those who know they have no moral right to make a

thoroughfare of Shameen to the detriment of those

who have.

We have tried to show that all are welcome who fall within the tamets of British landed property, which I may add do not differ materially from their prototype in hinese landed property. Pass regulations have also been drawn up and these and the traffic regu- lations have been adopted by the French Municipal Council, Pass regulations are designed to produce three effects:-
